What does being a European Citizen mean?

The Maastricht Treaty, which came into effect on 1 November 1993, introduced the first concepts of European citizenship, which were later complemented by the 1997 Amsterdam Treaty and the Lisbon Treaty which came into force in December 2009.

Any person who holds the nationality of an EU member state is automatically considered a European citizen. European citizenship complements, but does not replace, national citizenship. It is multi-layered citizenship.

Please note: "Political rights (the right and eligibility to vote) do not extend to foreign residents.Only nationals of EU member states currently residing in France are legally entitled and eligible to vote in municipal and European elections.
In France, nationals of EU member states were able to vote for the first time in the 1999 European elections and the 2001 municipal elections.
